In the year 2000, Tempe voters approved a 0.1% increase to city sales tax for the purpose of funding Tempe Center for the Arts (TCA). The levy is authorized and collected by the state on all sales subject to state sales/use "Privilege" tax, and funds are returned to the city from the state annually. The TCA will be used by many local performing arts organizations, and house the Arizona Academy for the Performing Arts. Construction began in March 2004 and expected to be completed in 2006.Public funding also includes construction of a sculpture park adjacent to the facility.

Tempe municipal tax code contains no sunset provision for the levy increase, and makes no reference as to use of the earmarked funds once the Center and park are completed.
