The ZMD was enacted by the state and county in 1971, and amended by voters in 1983 and 1988. The district has the same boundaries as the County of St. Louis and is made up of sub-districts for the zoo, the art museum, the science and natural history museum, the history museum and botanical gardens each with its own millage rate. A board made up of four city and four county representatives oversees the distribution of funds, and all but $200,000 goes toward member institutions. In 2003 about $50 million was raised for the ZMD organizations. According to state law, admission to institutions supported by ZMD revenues, "shall be forever free and open to the public."
