Anyone applying for a building permit in Mesa, AZ incurs a series of development impact fees depending on the nature of the construction. One of theses fees is a "Cultural Facilities Impact Fee" and ranges from $78 to $128 per unit on residential development. City code requires that the use of the funds be restricted "to acquire land for and/or acquire or construct key public facilities of the type reflected in the title of the fund." Currently, funds from the cultural facilities impact fee and an increased sales tax are funding construction of a new performing and visual arts center.
