Massachusetts state leaders passed what is known as the arts lottery or "Megabucks" in 1982. The Massachusetts Cultural Council (MCC) receives all its funding from the arts lottery. Initially the lottery was designed to benefit only the arts and education, however, upon discovering the success of the program state lawmakers adjusted the law to divert all revenues to the state's general fund. During a recent state budget crisis the MCC saw one of the largest funding cuts in the nation.

Local arts policies can exist on the city or county level. They can also operate within special taxation districts. To find out if your area has an arts tax policy in place you can contact local Arts Agencies or Advocacy Organizations. You can also contact local (city or county) government officials such as a clerk, finance director, or treasurer.

If a policy does exist, research the exact language of the policy. Most often the municipal or county code can be found on the internet at either the city or county website. If not, contact the city or county clerk for a copy. Web resources for municipal codes include:

Read the policy to determine if your organization is eligible for funding and how an organization can obtain funds. Most local arts tax policies explicitly state where the money will go, but leave a portion of the revenue for discretionary appropriations each year to qualified organizations or causes.
