Boone County Illinois is a small, mostly agrarian, community located 70 miles to the northwest of Chicago on the Wisconsin border. In 2004 residents approved a 0.02% levy on the value of taxable property in the county for the Historical District and museums. The Historical Society, who operates the district and the Historical Museum, were the most active in proposing and lobbying residents to support the initiative. The Historical Society took a grassroots approach and spoke to anyone who would listen, including civic organizations and church congregations, about what the policy could do for their community. In addition to personal selling, supporters peppered communities with signs and newspaper advertisements heralding the benefits of a strong cultural center for the county. The proposal passed with 57% of the vote and the first tax bills to include the new levy were to be sent out in June of 2005.
